In 1981, Herbert Gleiter formulated and pursued an explicit
nanotechnological research program. Arguably, he was the first practicing
nanoscale researcher whose work also contributed to the formation of the
NNI. It is all the more interesting, therefore, why this contribution has
gone unnoticed. This neglect is due to the neglect more generally of the
genuinely nanotechnical achievements in respect to particles, coatings, and
new materials. The paper will propose various reasons for this neglect.
