Cole Blease Graham, Jr. is a native South Carolinian who completed South Carolina public schools in 1960. His bachelor's degree in government is from Wofford College, summa cum laude, and he completed masters degrees in social sciences at Northwestern Louisiana State College and in governmental management at the Fels Institute of Local and State Government at the University of Pennsylvania. Graham's doctoral degree is in political science from the University of South Carolina where he has served as a faculty member since 1971.

His major fields of specialization are Public Administration and Public Management and American State-Local Government and Politics with an emphasis on South Carolina politics. His publications include a co-authored book on public organization management, a co-authored book on South Carolina government and politics, and a co-edited book on court administration.
